He served as Costa Rica’s Representative and Head of Delegation to the OECD from January 2016 to September 2021. Prior to his appointment as Ambassador, he was Special Envoy to the organization from 2013 to December 2015, during which he established and opened Costa Rica’s OECD affairs office in Paris. As Ambassador, he led and coordinated the country's accession process in Paris and represented Costa Rica in key OECD forums.
Before his tenure in Paris, he served as Trade Attaché at the Embassy of Costa Rica in Belgium, Luxembourg, and the European Union from 2008 to 2012. He was also Costa Rica’s delegate to the World Customs Organization and the European Investment Bank. Previously, he worked at COMEX, specializing in trade negotiations, dispute resolution, and institutional affairs. Born in Barcelona in 1974, he holds a Law degree from UACA, a Master’s in International Law and International Relations from the Complutense University of Madrid, and postgraduate studies in Administrative Law and Political Science. He has also completed specialized negotiation studies at Harvard University and is fluent in Spanish, English, French, and Italian.
